A Heretical View of the Arts from a Science & Math Educator

For decades, science and math educators have been the beneficiaries of government largesse, which has often been supplemented by corporate philanthropy. As a high school science teacher for three decades, I have often benefited from this policy along with my students and I have never questioned why it was so.

Many of my post-graduate courses were funded in whole or part by grants from the National Science Foundation. A good number of the many summer programs that I have attended were federally financed by one agency or another. Texts, videotapes, and computer software which I used were developed with government, corporation, or coalition assistance. And I have been very fortunate to have received honors and grants which have been sponsored by federal agencies and an assortment of professional societies.

I cannot warrant that every penny used to fund the variety of things just mentioned was spent wisely by the numerous government agencies and grant recipients. But overall I would have to say that from my vantage point, the taxpayers and corporate sponsors got their money’s worth.

People were trained, energized, and assisted so that they could become better teachers of science or math. Resources or teaching methods were developed which were often better than those previously utilized, or if they turned out to be worse, at least it was known for the future that that was the case. Arts Advocacy: It’s Worth More Than Dollars & Cents

Why advocate for public funding of the arts?

It’s a question I’ve never really asked myself, because it’s always been valuable to me.

I grew up in North Carolina during the height of the “Culture Wars.” The summer after my junior year of college I interned in the budget office of the National Endowment for the Arts. One of the highlights of the internship program was a meeting with your U.S. Senators.

Thus it was that in 1993, at the ripe old age of 21 and full of piss* and vinegar, I got to meet the Hon. Jesse Helms and his staff to make my case for government support of the arts. I learned a lot about government and the arts that summer, and some of that piss and vinegar still fuels my passion for arts advocacy today.

I know that answering the question of why we should advocate for public funding is not easy, though, because if it were we’d see many more people engaging in it every hour of every day.

And to be perfectly honest, though arts advocacy and public funding are deeply held values of mine, I’ve still encountered moments where I wonder if it’s working and if it’s worth it, particularly in a period of time when we’ve experienced some substantial reductions to public funding for the arts.   Read the rest of this entry »

You may have read that the Arts Council of Fort Worth is facing a 25 percent budget cut (from $716,000 annually to $450,000) in the proposed city budget that the city council will take up for a vote next month.

It just so happens that Randy Cohen, vice president of research and policy at Americans for the Arts, was slated to be in town promoting the local results of our Arts & Economic Prosperity IV study as this news came out.

As you can see from this local news report, the arts council is doing all the right things and already changing minds as they advocate for alternatives to the proposed funding changes:

When it comes to local arts advocacy, you want to have a utility belt full of reasons to make your case, and the Arts Council of Fort Worth is doing the right thing by using our excellent local research (Arts & Economic Prosperity IV, Local Arts Index) as well as their own outreach to rally community arts leaders, elected officials, and the local media to get their message out in the month before the city council vote.

Although it is too soon to tell if this intense advocacy campaign will pay off when it comes to the city council on September 18, the fact that council members are willing to listen to the proposed use of hotel tax funding (a model that several other cities use to fund the arts) or another source so that funding will be dedicated rather than just another line item in the general fund, is a very encouraging sign.

Detroit Voters Save the Day for 125-Year-Old Museum

Last night, the three largest counties in Michigan passed a ballot measure to help sustain the Detroit Institute of Arts (DIA). Two of the counties, Oakland and Wayne, passed it by more than 60 percent, while the third county, Macomb, came down to the wire at 51 percent.

The museum was founded over 125 years ago, but began to suffer financially when public funding dried up in the nineties, followed by the Great Recession over the past several years. The measure was included on the ballot for the primary elections held in Michigan yesterday and its passage adds a property tax, also known as a millage, that will cost homeowners an average of $15–$20 annually.

The resulting funds will provide approximately $23 million in annual funding for the museum for each of the next ten years, covering their annual operations. During that time, the museum will focus on building their endowment to ensure the museum’s sustainability after the ten years have passed.

Detroit arts advocates employed some creative tactics in the weeks leading up to the primaries.

Free Art Friday, led by Skidmore Studio, invites artists and arts supporters to create art and leave it around the city with a note, for others to find and keep. Last Friday, the event began with a rally at the DIA in support of the museum. Just days before that, Art is for Everyone sponsored a rally in a nearby park. Between the two events, hundreds showed up in support of the museum, and the visibility made a difference.

Mike Latvis, director of public policy at ArtServe Michigan and chair of the State Arts Action Network noted, “This is a great win for arts and culture in Michigan. Yes, it is only one organization out of hundreds, but voters representing counties totaling 40 percent of the state’s population just said yes to funding the arts.”  Read the rest of this entry »

Funding Restored for South Carolina Arts Commission!

State legislators met over the past two days to consider overrides of Gov. Nikki Haley’s vetoes to the state budget. Two of these vetoes impacted funding for the South Carolina Arts Commission.

Veto #1 completely eliminated funding for the South Carolina Arts Commission, resulting in the agency closing its doors on June 9.

Veto #21 eliminated $500,000 in additional funding for the arts commission to distribute in grants.

To override a Governor’s veto, the item is first considered by the State House of Representatives and if two-thirds of the House vote to override the veto, it will then move on to the Senate where a two-thirds vote is also required.

Yesterday, the House voted to override both of the vetoes with votes of 110–5 to restore funding and 89–25 in favor of the $500,000 for arts grants.

Today the Senate has done the same, voting 29–10 to restore funding for the arts commission and 29–12 to override veto #21.

It’s great to see South Carolina policymakers recognize the value of the arts commission and it was amazing to see how arts advocates in the state stepped up and make noise when Gov. Haley’s vetoes were announced.

If you’ve been reading about the arts online over the past week and a half, there is a good chance you were reading about what was going on in South Carolina. On Twitter, #SaveSCArts has been mentioned hundreds of times and a Change.org petition received more than 7,600 signatures of support.

On Monday, one week after the arts commission closed their doors, advocates held a rally in the state capitol of Columbia where arts supporters gathered to play music, dance, and paint. We know their efforts did not go unnoticed by policymakers. Read the rest of this entry »

SC: Arts Advocates Protest Arts Veto on Eve of Legislative Sessions

As the South Carolina House currently debates which of Gov. Nikki Haley’s vetoes to override (the Senate will do the same tomorrow), I couldn’t help but post the following video of arts advocates outside the State House last night:

Although the weather didn’t cooperate, hundreds of artists and arts supporters came out to protest Gov. Haley’s veto of funding for the South Carolina Arts Commission budget and a video from The State website captures it nicely (too bad they didn’t include embedding code for me to share it here).

Keep your thoughts with your fellow artists, administrators, board members, and advocates in The Palmetto State over the next few days and be sure to follow along on Twitter using the #saveSCarts hashtag as well as via the South Carolina Arts Alliance on Facebook and Twitter.

I hope everyone can take a moment to send a tweet or post on the Arts Alliance wall in a display of solidarity with our friends in South Carolina today and tomorrow.

Boise: “The Athens of the Desert” Continues to Prosper

Boise is the most geographically isolated urban area in the lower 48. Despite this remote location, Boise residents have built a cultural infrastructure through forming community, regional, and national alliances. In turn, this infrastructure has helped shape Boise.

From Boise’s earliest days, the logistics of the city’s geographic isolation made it difficult to travel elsewhere for cultural amenities, which encouraged residents to develop local opera, ballet, orchestra, theater, and dance companies. By 1907, the city’s cultural life inspired attorney Clarence Darrow, here for a trial, to name Boise the “Athens of the Desert.”

In the past decade city leaders have encouraged Boise to “become the most livable city in the country” and in 2008 formed the Department of Arts & History from its predecessor the Boise City Arts Commission. This initiative illustrates that Boise’s leaders recognize the relationship between culture, economy, and livability.

Boise is fortunate that city leaders include arts and culture in discussion of the local economy, acknowledging that a robust creative economy is essential to the economic health of Boise. The city participated in Arts & Economic Prosperity II, III, and IV. The data from the earlier studies (II and III) provided the basis for the mayor and city council to award the Mayor’s Cultural Economic Development grants to several organizations in 2010 and 2011, a significant effort given the economic recession nationwide.

City leaders identified funding—generated by the rental of city rail property for two years—to cultural organizations that have an on-going positive impact on Boise’s economy. The funds made a big difference to these organizations, and helped at least two of them meet their budget for the year. In addition, one organization was designated the city’s first-ever Cultural Ambassador. Read the rest of this entry »

There is an undeniable compatibility with the arts and the City of Atlanta local economy. According to the newest evidence provided by the Arts & Economic Prosperity IV report on Atlanta, our nonprofit arts and culture organizations are a $300 million industry.

This calculation is a combination of the expenditures of these organizations ($168.1 million) and that of the attendees to cultural events ($131.9 million), excluding ticket prices. This local spending by residents and visitors to arts events benefits not only local business but local government as well.

Local government revenue from the above mentioned cultural expenditures, according to the AEP IV study, are $14 million. Proper distribution of these above mentioned government funds, in support of Atlanta’s booming arts industry will continue to heighten the city’s economic standing—without question. A good example of this cyclical relationship is a 2011 project of the Office of Cultural Affairs, Elevate/Art Above Underground. Local businesses, ranging from mom and pop shops to large hotel chains, gathered in support this downtown contemporary art and culture initiative.

Downtown Atlanta received a rather bold, immediate, and affirmative reaction following Elevate’s implementation. Elevate/Art Above Underground, a 66-day performance and visual arts exhibition in 2011, filled vacant properties, street corners, and plazas to showcase artwork ranging from 13-story murals to contemporary dance, video, installation, and poetry.

Although public funding allocated through our percent for art program was the direct source for the artist commissions, additional funding to execute an exhibition of this caliber was provided through local Atlanta businesses. Donation of art space, hotel rooms, theatrical lighting, food, advertising, and cash support nearly doubled the exhibition’s initial budget. Read the rest of this entry »

Kansas Arts Funding Restored

On late Friday afternoon, it became official—state arts funding has been restored as Gov. Sam Brownback signed the new state budget into law.

The new spending measure allocates $700,000 to the state’s new Creative Arts Industries Commission which includes the arts and film commissions under the Department of Commerce.

Just last year, Brownback vetoed state funding for the arts commission, causing Kansas to become the first state without an arts agency, and resulting in a loss of over $1 million in matching regional and federal arts grants.

We want to congratulate Kansas Citizens for the Arts, the legislature who increased the governor’s original proposed funding by $500,000, the supportive press like the Lawrence Journal-World, and all of the individual arts advocates who helped Gov. Brownback understand the repercussions of his actions last year.

Looking at the People Behind the Scenes for Numbers That Count

Public art is a tough sell in a bad economy.

When senior centers are closing and library hours have been cut back, convincing city leaders to spend money on art feels like an exercise in futility.

Instead of focusing on how projects boost the economy after their completion or counting positive media reports, we’ve begun to look the people behind the scenes for numbers that count.

Artists create a concept and are given credit for the resulting project but they don’t work alone. There are many others who help make the project a reality. From fabricators to material suppliers, each firm brings expertise to the process to ensure that the project is designed and built to last.

We’ve asked artists and design leads to list each subcontractor they hire under their contract with our program. Then, we ask the contractor to do the same. These people equal JOBS.

We’ve tracked our projects this way for the past five years and found that 85 percent of the work created by our program has been completed by local firms. Each time we present a project or upcoming commission to city leaders, these job numbers are included and guess what? They’re listening. Read the rest of this entry »

Thinking About the Impact of Public Art

I was impressed that so many posts during the Blog Salon have tackled the challenge of assessing the impact of public art—a particularly challenging area for building indicators of impact.

Several years ago I heard Richard Florida describe public art in terms of community image when making a point about vital cities, i.e. those that attract entrepreneurs and visitors and earn the loyalty of their residents.

The idea of assessing impact through the eyes of strangers intrigues me:

What does a collection of public art convey to those who don’t know the city? Does it say those who live here…

  • …are willing to take a risk?
  • …like to try new things?
  • …are open to new ideas?
  • …have a sense of whimsy?

We can perhaps all imagine cities we’ve visited where public art conveyed exactly those impressions of a new locale.

A worthy impact for the investment and not so difficult to measure.

Seeing the messages of public art through the eyes of a younger generation may offer a similar window into the impact of public art. Read the rest of this entry »

In my first post for the Emerging Leaders Blog Salon, I discussed the need for producing collaborations and partnerships in order to elevate ourselves from arts leaders to community leaders.

If the arts are to become a cultural zeitgeist, where we can leverage our work to address the social inequities of our time, we must be open to partnerships, collaborative environments, and shared leadership.

In searching for this combination as an emerging leader, I feel it is important to not only to leverage our new perspectives and fresh energy, but also to learn from the examples of those who have already been pushing the field forth.

Throughout the past two decades, the arts have been recognized as a way to revitalize communities across the nation. We’ve seen that programs celebrating an individual community’s character, history, people, and values through art have the potential to communicate and empower a neighborhood’s voice in a manner that can create powerful place making and important systemic change.

But who is best placed to initiate and leverage this type of work? Is it a local artist, a small community center, an arts council, or a major institution?

While all mentioned above are capable and have already initiated successful community and civic engagement projects, local arts agencies in particular are in a unique place to spearhead revitalization, change, and engagement through the arts. Read the rest of this entry »

Creative Financial Approaches Support the Creative Economy

Government budget deficits and budget limits of charitable foundations have made alternatives for financing arts projects more important.

Five programs in Los Angeles this February showed that many other approaches to funding the arts can work well—and help arts organizations boost participation at the same time. Each program has taken a different approach to raising funds from private sources, demonstrating that there are many different choices that match the needs of different communities.

The Princess Grace Foundation USA celebrated its 30th anniversary with a reception for past grant winners in Beverly Hills and a gala for patrons in Orange County.  Generous contributions from patrons of the arts and several corporate sponsors have raised much of the $8.5 million in grants that the organization has awarded to promising artists and arts administrators.

But a significant source of funding for these grants comes from licensing projects and exclusive commemorative “Princess Grace” limited editions. The licensing program is highly selective and this has furthered traditional fundraising by prestigious associations with licensors, including Estée Lauder Cosmetics and Mikimoto Pearls.

Seven private companies and two nonprofit film festival organizations joined the Italian Trade Commission and public cinematic arts academy to present a weeklong festival of Italian art, fashion and cinema called “Los Angeles Italia.” Read the rest of this entry »

Lessons from Public Funders

Grantmakers in the Arts asks, “What can private foundations learn from public funders who are working with marginalized communities?”

I think public support programs, some old, and some more current have a few lessons to offer. Though neither was without problems or controversy, both Roosevelt’s Federal Arts Projects in the 1930s and The Comprehensive Employment and Training Act (CETA) in the 1970s suggest that light structure can produce great results.

They provide evidence that talented artists will answer the call and can produce great works that are relevant to and reflective of the communities for which they are created. While the Federal Art Project was more prescriptive, artists had a very public platform and some latitude to create their work. The public works created and the artist’s interaction with the public is credited with stimulating national interest in American art and laying the groundwork for the National Endowment for the Arts to be established.

As a jobs (not an arts) program, CETA had a looser structure. Artists and creative administrators were deployed, often creating their own job descriptions as they went to work in neighborhoods and community centers around the country; but they found their way and many of the programs created had staying power. A New Umbrella for Denver’s Cultural Assets

The Denver Office of Cultural Affairs is no more. But don’t panic. In this case, it represents a positive development that helps ensure cultural programming and staffing remains strong in Denver.

This summer, the Denver Office of Cultural Affairs and the City Division of Theatres and Arenas combined forces to form a new, merged agency called Arts & Venues Denver.

The merger brings cultural programs and venues into an umbrella agency that brings together all of the City of Denver arts and entertainment assets. Arts & Venues Denver has adopted a new mission: To enhance Denver’s quality of life and economic vitality through premier public venues, artwork, and entertainment opportunities.

The former Office of Cultural Affairs has moved over as a department of the new agency, joining Facilities and Event Services Departments, and served jointly by Communications & Marketing and Finance sections.

We retained all of our staff, programs and budget in the transition, continuing to oversee public art, community events, arts education and creative sector initiatives. Read the rest of this entry »
