Collaboration is Key in D.C.

I moved to Washington D.C. four years ago, after living in a village of 600, and I absolutely love where I live. I enjoy trying new restaurants, seeing world premiere plays, watching drummers and acro-yogis perform in my favorite public park and the proximity of it all.

Although I cannot deny the benefits of living near national cultural centers such as the Smithsonian museums, I find that most of my moments of bliss have come from time spent away from the national mall, in the city’s smaller pockets of cultural activity. Therefore, I argue that moving resources and attention from the center to other parts of the city would bring D.C. to the next level.

During a panel discussion I moderated at the Corcoran last year, I heard from D.C. arts champions on the challenges of working in a city where a small but thriving local arts scene is often overshadowed by the national centers. For those of us on the consumer side, there is also a downside when the emphasis is placed on “tourist D.C.” rather than “local D.C.”.

The prevailing value proposition in our field today centers around creative placemaking. If you buy into this concept (as the National Endowment for the Arts does), you believe that arts-related activity helps neighborhoods flourish, spurs economic activity, and broadly benefits the entire community.

Though I am skeptical of the metrics used in some of these studies, I have observed that when a cultural center such as a small music venue opens in my neighborhood, cafes, restaurants, and even other arts organizations pop up around it, drawing more visitors to the area. This influx of money and people is consistent with the vibrancy indicators used by ArtPlace.  Read the rest of this entry »

What Would Make Where You Live a Better Place?

So when I was asked to write the opening post to “set the tone” for this year’s Emerging Leaders Blog Salon—I did what any self-respecting, confident, and capable individual would do—I PANICKED!!

What would I write about? What would I say? Why would people care? What if I said something wrong?

Then I took a deep breath…and another…and then I started:

This year’s Emerging Leaders Blog Salon extended invitations to submit posts responding to “What would make where you live a better place or bring it to the next level?”

We received more than 30 submissions. The depth and breadth of the responses will make you laugh, cry, but most importantly, they will make you THINK, WONDER and they will INSPIRE!

Hopefully—at least, that’s what the Emerging Leaders Council intends.

This year, for me, has been about taking action—I was standing in a line at the BMV (or DMV, depending on where you live) and I turned towards one of the TV screens playing and a message —clear as day, white letters on a black screen—ominous in their intent and direct in their purpose: INACTION IS NOT AN OPTION.  Read the rest of this entry »

Has Endowment Become a Dirty Word?

Endowment. Much like the word “elite” or “patronize,” the term “endowment” seems to have acquired a negative connotation.

The traditional endowment model was sold as a core strategy of sustainability for an organization; the interest provided reliable budgetary support, and the principle was the legacy of dedicated arts patrons. But organizations began to use the fund’s annual draw in place of fundraising.

Then, when times got tough, the principle became a financial lifeline. When this happened, a new trend emerged; funders began to redirect their initiatives towards innovation and creative placemaking instead of endowment.

But, as with most trends, there are exceptions to the rule.

Springfield, MO is nationally recognized as a collaborative community, as highlighted recently by Mayor Robert Stephens on the Huffington Post. With consistent job growth in the city as well as lower than average unemployment rates, Springfield’s collaborative nature has helped the community weather the recession.

In the arts community, more than 30 local groups share The Creamery Arts Center. The 35,000-square-foot building, once home to the Springfield Creamery Co. and later the first distribution center for O’Reilly Automotive, includes administrative offices, as well as an exhibition hall, board room, arts library, arts classroom, film editing bay, a shared costume shop, and set design/fabrication studio. Collective Impact and the Wisdom of Slow Culture

Pomegranate Center works with communities to imagine, plan, and create shared public spaces designed to encourage social integration and build local identity.

In the world of commerce scaling up has a long history. In the eighteenth and ninetieth centuries, mass production spawned the industrial revolution. In the twentieth century, scaling applied to retail businesses like fast food and electronics manifested as chain stores and franchising.

The intention with these enterprises is to maximize profit by providing reliable and affordable products and services through economies of scale. In terms of profitability, mass production, chains, and franchising have been stupendously successful.

On the nonprofit side, given the significant gap between community needs and resources it is understandable that policymakers and funders are going to eager to find ways to extend the benefits of what they see as effective ideas and practice. Slow Food USA, Link TV, and KIPP charter schools are good examples of how innovative nonprofits have shared and spread the wealth.

The downside, of course is that one-size-fits-all predictability and sameness can have a sterilizing effect on the delicate strains of quirk and diversity upon which vital culture depends to multiply and thrive. For people like me who are concerned with community cultural development, or in the current vernacular, creative placemaking, this is no small thing. Read the rest of this entry »

Questions to Ask Before Addressing Scale

Does size matter? Of course it does. But is this the right question to ask first?

How about approaching the question of size by first asking how arts, culture, and philanthropy advance positive social change? And how does size relate to equity?

Size matters locally and globally, but arts and culture drive change regardless of the size. Maria Rosario Jackson’s recent report on Developing Artist-Driven Spaces in Marginalized Communities convincingly argues that arts and culture create community identity, stimulate civic engagement, and affect neighborhood economies directly and indirectly.

Writer and cultural organizer Jeff Chang argues that “where culture leads, politics will follow” on national and international issues.

As a place-based grantmaker, my theory of change is that local people make the most appropriate and lasting advancements when they have the necessary tools and resources.

Allied Media Projects (AMP) in Detroit is a great example of place-based social change. AMP argues that “place is important” and “Detroit is a source of innovative, collaborative, low-resource solutions.”

Honoring local culture does not mean working in isolation. MicroFest USA, for example, led by the Network of Ensemble Theatres, is looking at how art and culture can create healthy communities in Detroit, Appalachia, New Orleans, and Hawaii. The idea is that performance-based learning exchanges like this can connect artists, activists, cultural workers, and thinkers working locally and nationally. Read the rest of this entry »

Creative Placemaking As Continuous Exchange

Arts administrators, emerging philanthropists, cultural patrons, and arts practitioners converged at the Atwater Village Theater on October 20 for Emerging Arts Leaders/Los Angeles‘ full-day Creative Conversation, asking again, what is “creative placemaking”? Or, in the long-form title, to explore “Sparking Inclusive Dialogue Through Creative Placemaking.”

Dan Kwong, project leader for Great Leap’s COLLABORATORY, may have put it best when he compared broaching the question to the ambivalence and trepidation felt when one is asked to measure the impact of arts on social building.

With disciplines as divergent as Anne Bray’s work in media arts, Dan Kwong in performance, and Brian Janeczko in architecture and industrial design/fabrication, one unifying outlook voiced by the panelists was that creative placemaking must happen organically with a collaborative conscientiousness responsive to a specific community.

Keynote speaker John Malpede framed the particularity of elements needed to come together by sharing his own experience at the Los Angeles Poverty Department, which he founded almost serendipitously.

The performance artist volunteered with a group of lawyers offering their services pro-bono to the residents of L.A.’s Skid Row until he became a de facto paralegal, who so galvanized the community that those same clients involved themselves into launching self-produced dramatic performances.

With no permanent headquarters, their activities attracted the attention of screenwriters from other parts of the city and instigating conversations with numerous neighborhood organizations, such as LAMP and the Skid Row Players’ drummers, materializing improvement amenities such as the “funky trash cans” provided by OG Man that would not be readily perceived as an urgent need to those outside in what they termed Normalville. STEM to STEAM with Drexel’s ExCITe Center

When I began working at Drexel University earlier this year, one of the most interesting developments that fell on my radar was hearing of College of Engineering’s Professor Youngmoo Kim’s directorship of the Expressive and Creative Interaction Technologies (ExCITe) Center:

Professor Kim’s background in music includes performing with the Tanglewood Festival Chorus and Boston Symphony Orchestra coupled with his Ph.D. degrees in Media Arts and Sciences from MIT and Masters degrees in Electrical Engineering and Music (Vocal Performance Practice) from Stanford University.

The mission of the ExCITe Center focuses on harnessing the talents of professionals working in the fields of research, education, civic engagement, and entrepreneurship as interdependent ingredients for creating transformative regional development. Read the rest of this entry »

The International Council of Fine Arts Deans‘ (ICFAD) meeting in Minneapolis (October 24–27) for their annual conference talked about “Art as a Public Good”—meeting the demands for creativity and innovation, and serving the communities they represent, socially and economically.

Nurturing the talented performer, musician, or sculptor is of utmost importance to the fine arts deans and their universities. However, knowing that the arts, broadly defined, are being called on to shape the larger economic discussion—a national discussion, really—to change the way the whole country thinks about education, economic prowess in the global economy, and preparing our students for the new innovation sector, cries out for their leadership.

Lucinda Lavelli, dean of University of Florida and incoming President of ICFAD, kicked off the conference by talking about the concept of “the creative campus,” now adopted by several universities, “to establish educational settings that infuse the academy with the arts, foster creativity in all disciplines, promote interdisciplinary projects and encourage new ways of solving problems and expressing ideas.”

She asked several deans to talk about their university and how their college was collaborating with other colleges in business, engineering or the sciences, but more, she asked perhaps the biggest question of the conference: “What could—or should—the deans and their universities be doing” with their students, their alumni living in the area and through the town/gown relationships that exist, and how can others be engaged to help everyone in our community to think differently about the arts?

Quite simply, as Harvey White, co-founder and former president of Qualcomm, has been known to say, this is a “national emergency.” The clock is ticking, and when the dust settles after years of budgetary and fiscal malaise, the nation will desperately need young graduates with the new thinking skills for an economy that demands the most creative workforce. Guerilla Tactics, Local Authenticity, and Socially Engaged Artists

The artist-initiated Victory Garden project outside of San Francisco City Hall in 2008 spurred a city-wide urban farming movement.

The Public Art Network and the Emerging Leaders Preconferences converged for their combined closing plenary session: “Multiple Meanings: The Expanding Role of Leadership in Creating Place” with Jason Schupbach (National Endowment for the Arts [NEA] Director of Design) and artist John Bela of Rebar in San Antonio on June 8.

The session sought first to explore the somewhat unsuspecting backgrounds of Jason, with a B.A. in Public Health and M.A. in Urban Planning, and John, whose education skipped from biochemistry to sculpture, performance, and landscape architecture, illustrating the benefits of their eclectic and complimentary experience to the arts field.

What does this reveal about the work of creative placemaking?

Because, in my unauthorized definition, creative placemaking is about cross-sector collaboration in which artists are a catalyst for public participation and community transformation. In order to infiltrate community, master planning processes, and policy, artists and arts professionals alike must speak the language of the architect, the planner, the social worker, the community activist, the health care provider, and the politician OR find internal allies so that we have support in the calculated risks that are intrinsic to making a social impact and to making art.

John’s formula for creative change: the Advocate, the Artist and the Guerilla Bureaucrat. For me, the latter offered the biggest conference take-away (the tantalizingly oxymoronic term also mentioned in a previous Public Art Network session). Read the rest of this entry »

Convention Town Hall: Experts Tackle Important Issues in the Arts

“Something big is going on in American cities. It is urban. It is real. It is transformative.” “It is a golden time for an urban renaissance.”

Those are just short soundbites from former U.S. Secretary of Housing and Urban Development and former Mayor of San Antonio Henry Cisneros during his introduction to our Town Hall session to start day two of the Americans for the Arts Annual Convention.

Following that stirring introduction, Cisneros joined five other panelists, and Americans for the Arts President & CEO Bob Lynch, in a fascinating discussion about how the arts can be involved in all aspects of creative placemaking.

Opening Remarks

In a round of opening remarks, the panelists were asked to respond to Cisneros’ statements about the arts, cities, and placemaking.

Knight Foundation Vice President of Arts Programs Dennis Scholl asked several questions including: “What role are we going to play in this urban renaissance?” (as described by Cisneros) and “How are we going to seize this moment?” More importantly, he stated unequivocally, “I want a seat at the table and a national cultural policy.”

Los Angeles County Arts Commission Executive Director Laura Zucker stated, “Arts and creativity is a special sauce…if we could bottle and resell it to people, everyone would want to buy it. The challenge is to sell it.”

Trey McIntyre Project (TMP) Executive Director John Michael Schert explained how the dance company chose to make Boise, ID, its home because founder Trey McIntyre wanted to be part of shaping the community—how the city sees itself and how others see it.

In a fine example of placemaking at its core, Schert described how vital TMP has become to the community as they were named economic development cultural ambassadors and the fact he can walk down the street and local residents know who he is and often look to TMP as a resource for guidance.  Read the rest of this entry »

Annual Convention Opening Keynote: Luis Ubiñas

Ford Foundation President Luis Ubiñas started his opening keynote at our 2012 Annual Convention talking about about how he came to the arts. It was through free access in New York City. Having grown up with modest means, Ubiñas was only able to attend the finest cultural institutions that the city had to offer via free days.

In fact, he recounted one story when he was 14-years-old and went to The Public Theater to see Macbeth. However, he and has friend had arrived so early that they ran into founder Joe Papp who told them so, but also invited them to look around and explore his theater.

It was that kindness that stuck with him and shaped his appreciation for the arts. He reminded attendees that everyone in the room had similar experiences that shaped our attitudes about arts and culture and to never forget to provide those experiences to other 14-year-olds you stumble across in your work.

Beyond that personal anecdote, Ubiñas also talked about the economy behind the arts. During one passage he reminded the audience how important it is to explain to decision-makers at every level (city, county, state politicians, etc.) the value of the arts. He said all-too-often, it seems that they will fight to hard to bring a new manufacturing facility to their area due to the jobs it brings, but that doesn’t happen for the arts. And, as he said it doesn’t make sense because, “you can’t outsource a museum.”  Read the rest of this entry »

With topics such as creative placemaking taking center stage in discussions around the arts, the question of how artists engage as citizens offers a dynamic opportunity for exploration.

On April 24, 2012, Emerging Arts Professionals/San Francisco Bay Area (EAP) convened a panel in San Francisco at Intersection for the Arts around the topic of artistic citizenship. Joining the panel were a healthy mix of artists, curators, teachers, architects, and administrators that included Julio Cesar Morales, Jennifer Parker, Randy Rollison, and Lizzie Wallack, with moderator Sanjit Sethi.

Born out of a series of discussions by EAP’s Public Programs fellowship, the event tackled a range of questions related to the role of the artist in the community.

Public Art Evaluation: An Ongoing Process

I enrolled in Dr. Morton’s Exploring Evaluation for Public Art studio as a way to complement my experience as a working artist-art educator with a limited sense of the planning and evaluation process for public art. Over the course of the studio I came to see evaluation not as a zero sum game meant to occur after installation, but rather as an ongoing series of assessments conducted by and for major stakeholders, including, but not limited to, the intended audience.

While public art evaluation clearly includes examining the perceptions of the general public, it must also examine the processes and decisions that influence, direct, and ultimately, commission, new works.

One of the most rewarding aspects of this studio was the opportunity for cross-disciplinary dialogue created by the intentional interface of urban planners, designers (in this case, architecture & landscape architecture students), artists, and arts administrators.

Each of these roles fulfills an important and different function in the life cycle of the public art project; yet all too often we work in isolation from one another and/or use language that is particular to one discipline and foreign to another. The studio proved to me that we have a great deal to learn from one another and that increased cross-disciplinary collaboration will continue to yield exciting new contributions to the field of public art evaluation.

For example, as a predominantly 2D artist moving into the more design-based role of the landscape architect, the concept of site analysis took on an expanded meaning. From a conventional fine arts perspective, a site is a location where an artwork is placed, not necessarily a place that an artwork might inhabit over time. Artists would clearly benefit from the designer’s perspective of understanding site as an ongoing process, with multiple actors; yet this is a concept that is rarely discussed in undergraduate or graduate level art programs. Collaboration Improves Local Arts Agency’s Public Art Program

Arlington County’s public art program benefited greatly from our collaborative effort with Virginia Tech and Americans for the Arts mentioned in Dr. Elizabeth Morton’s post from earlier this week.

Like many programs across the country, we are adjusting to the new normal of increased scrutiny of public spending as it relates to the arts. We are also adjusting to our recent relocation from the Department of Parks and Recreation to that of Arlington Economic Development and are just beginning to understand the difference in priorities between the two agencies and how these will impact our future work.

We are currently working on developing a white paper on the value of public art to Arlington through four lenses: community and social benefits; civic design and placemaking; economic; and aesthetic/experiential.

It is helpful that the field of economics has begun to look seriously at developing measurement tools for such intangible phenomena as human happiness or fulfillment as well as the intrinsic value of the arts, so there is an increasing body of literature to draw from here. The findings of the Virginia Tech students will similarly help us in making the case for how and why public art adds value to our community.

Making Arts Advocacy A Way of Life

On a recent visit to a community arts center, I was struck by the effortless inclusion of advocacy in the director’s curtain speech.

Plugs for the city rolled off her tongue like: “Don’t forget to check out our wonderful restaurants,” and my favorite, “If you’re looking for a new place, you should buy here—it’s a great time to buy!”

As someone who works for an arts advocacy organization (ArtPride New Jersey) nothing makes me happier.

Before I get on my soapbox about why you should be permanently stationed on yours, I want to point out two things: 1) neither of these comments is directly about the arts center and 2) the director is in her mid-20s.

When I have conversations about advocacy I receive a small range of reactions. Some people are thankful for the work advocacy groups do on their behalf, but don’t think they have the time to get involved. Others believe in the importance of advocating annually to their elected officials to protect funding.

Finally, some, like this community arts center director, build advocacy into everything they do all year long. Their advocacy efforts do not end at preserving funding, but extend to maintaining close contact with elected officials, the board of education, businesses, and other community organizations to ensure continued investment in their organization’s success.

I know that when this director calls for a visit during budget season, decision makers will not only know who she is, but will also have a clear understanding of the impact her organization has on the community—because she never stops telling them. Read the rest of this entry »
