A Week of Arts Education in Washington (from Arts Watch)

This week I’m in Los Angeles attending a meeting of the U.S. Travel & Tourism Advisory Board and hosting an Arts Action Fund event with Los Angeles arts leaders. As I flew out here, I was thinking about the incredible events of last week that impacted arts education.

It all began with the Arts Education Partnership (AEP) Spring Forum April 12-13, followed by a combined meeting of the Kennedy Center Alliance for Arts Education Network and our Americans for the Arts State Arts Action Network on April 15. The week concluded with our 25th Annual Nancy Hanks Lecture on Arts & Public Policy and Arts Advocacy Day on April 16-17.

For those that weren’t able to attend these events, I thought I would share some of my experiences with you.

The AEP forum began with an exciting announcement—the National Endowment for the Arts named Ayanna Hudson, currently with Arts for All in Los Angeles, as their new director of arts education. Ayanna has been a program partner with, and a congressional witness for, Americans for the Arts during her time at Arts for All, and I’m really pleased she’s moving into this national role.

PBS NewsHour education correspondent John Merrow was the closing keynote at the forum, reminding us to let the 80 percent (the percentage of Americans that do not have school-aged children) know the good work that we are doing and how they can support us. In his words: “Don’t plead, lead.”

The next morning, I had the pleasure of speaking to forum attendees, reminding them that their voice is important in supporting arts education and that they are not alone. Read the rest of this entry »

The Intrinsic Benefits of Arts Education

I recently authored a post titled The Top 10 Ways to Support Arts Education, but I’m finding that I get more requests from people asking for reasons why arts education should be supported, not how.

So as a companion piece to the how of supporting arts education, here I offer reasons why arts education should be supported.

Usually, when making the case for arts education, I direct people to resources like the recent Reinvesting in Arts Education report by the President’s Committee for the Arts and the Humanities. It compiles all of the classic arguments in favor of arts education: it boosts student achievement, it increases student engagement, and it helps to close the achievement gap.

My colleague Randy Cohen has also offered reasons to support arts education in his Top 10 Reasons to Support the Arts post. He, too, cites academic achievement, but he also mentions the role of arts education in preparing students with 21st century job skills, like communication and creativity.

However, this post is not about what arts education does in terms of other achievement areas. Rather, it is about what the arts intrinsically do for students. Read the rest of this entry »

A Whole New World: Arts Education Advocacy As A Parent

My husband and I are now expecting our first child. With both of us being arts educators, we feel like we’re in a good position to help our child experience the arts.

In fact, the little one has already been to see shows at the Oregon Shakespeare Festival. (During the production of Pirates of Penzance I could have sworn I felt jazz hands in my belly.)

But, as much as we value the arts in our family, I know that when the time comes to send Junior off to school, we will have to be active, passionate, vocal, and unrelenting advocates. Here are some places we plan to start.

Stay Educated
Although I have plenty of stories about the importance of arts education, it is equally important for advocates to stay on top of the statistics too. Here are some recent data gems to keep handy:
72.5 percent of tenth graders from “high-arts” schools scored in the top half of standardized tests (verbal and math combined) compared to 45 percent from “low-arts” schools.
A state of Missouri survey found that districts offering more fine arts classes have a one percent higher attendance rate. Attendance effects funding, so in a district of 12,000 students, a one percent increase in attendance equals an additional $430,000 annually. Read the rest of this entry »

Arts Education Policy: Without Clout, There Will Be No Change

At Americans for the Arts, we see an opportunity to advance national arts education policy by working in a very specific way.

We focus on forging strategic alliances with key leaders in the public and private sectors and on working alongside these allies to educate the decision-makers who have leverage in the national policy arena.

We concentrate on giving those decision-makers meaningful research and specific information about the benefits of arts education in an effort to impact and inform future decisions about education policy.

This work is informed by the best practice examples surfaced by our national network of state and local advocates and the specific stories they share about the impact of arts education programs on the ground.

It is further shaped by the opportunities we create for high-level corporate, philanthropic, and thought leaders to take action personally and speak publicly about the value they see in arts education before new audiences.

All of this work builds the clout that is critical to the success of our decision-maker education effort. Without the clout, there will be no change. Read the rest of this entry »

The Trickle-Down Effect of Federal Arts Education Policy

Not long into my tenure at the U.S. Department of Education during the Clinton administration, I came to understand the limits of what the federal government can do for K-12 education.

At the time, the department boosted funding to support the hiring of 100,000 new teachers and the launch of a new national afterschool initiative that is now a $1.1 billion program.

Arts teachers were among the 100,000 new hires and many of the programs embraced the arts. Federal investment had an important impact, but many arts education advocates would not rank these two accomplishments as major successes. Why? Because a new arts teacher and a new arts afterschool program did not appear in every school in every community.

We need to remember that the federal share in total education spending is only 11 cents on the dollar. The remaining funds come from state and local sources.

Investing in Arts Education = Investing in Innovation

During our recent Arts Education Council meeting in San Diego, the council members suggested posting some blogs about the federal grant Investing in Innovation (i3) in preparation of the deadline for the next round of applications. So, for the next couple of days, Americans for the Arts will be encouraging a spotlight on the i3 program.

Expect to see some lessons learned from last year’s arts-focused grantees and links to helpful resources if you’re finishing up your application or wanting to resubmit your application from last year.

During that same meeting, the council had the pleasure of hearing Rachel Goslins, executive director of the President’s Committee on Arts and Humanities (PCAH), speak via Skype about their recent Reinvesting in Arts Education report. Read the rest of this entry »

White House Blogs on Arts Education

Late last week Melody Barnes, director of the White House Domestic Policy Council, took to the White House website to inform the voting public of the recent President’s Council on the Arts and Humanities (PCAH) report, Reinvesting in Arts Education: Winning America’s Future Through Creative Schools.

Although the report recently made a splash in the arts education world and it was picked up for publication in some publications across the country, it was comforting to see that Ms. Barnes felt it important to utilize the stature of whitehouse.gov to spread the word, too.

In addition to highlighting the work of PCAH, Barnes also spotlighted the first family’s series of concerts (and poetry reading) held at their home since moving to Pennsylvania Avenue.  Read the rest of this entry »

As previewed by Marete Wester last week on ARTSblog, this week has been chock full of data and recommendations from our own organization’s National Arts Policy Roundtable (NAPR); the U.S. Department of Education’s first look at national arts education from 2009-2010; and the President’s Committee on the Arts and Humanities (PCAH) recommendations for the field.

The PCAH report, released today, seeks to put into practice President Obama’s campaign commitment to arts education as the committee has spent the past 18 months assessing the status of the subject, conducting research, and identifying ways to improve and advance arts education.

Their report offers five recommendations to “clarify the position of the arts in a comprehensive, well-rounded K-12 education that is appropriate for all students; unify and focus efforts to expand arts education offerings to underserved students and communities; and, strengthen the evidence base for high-quality arts education.”

PCAH recommends the following:

1. Build collaborations among different approaches – “move beyond internal debates in the arts education field about modes of delivery of arts instruction in order to address more pressing issues of equitable access and infusing more schools with a creativity-rich environment.”  Read the rest of this entry »

As my long weekend in DC came to a close, I removed the ‘Arts Wonk’ button I had proudly worn as I strode through our nation’s capitol.

Merriam Webster defines wonk as “a person preoccupied with arcane details or procedures in a specialized field; <a policy wonk>; broadly : nerd” (italics mine).

Yes, for three straight days I had self-identified as a nerd—and I was more than happy to do so.

I received the pin earlier where my weekend as a bona fide arts wonk began: at the Emerging Arts Leaders Symposium at American University.   Read the rest of this entry »
