Assessing Cultural Infrastructure

Most of the world’s great cultural capitals emerged organically through a virtuous cycle in which creative people flocked to prosperous cities, where they helped to create or expand prominent cultural institutions, which in turn attracted more creative people, and so on.

During the modern era, however, the historically strong correlation between economic vitality and cultural resources diminished somewhat. In some cases, new centers of economic activity developed with unprecedented speed, making it difficult for cultural institutions—which tend to have long gestation periods—to keep up. In the U.S. in particular, the migration of substantial wealth to the suburbs often left venerable urban institutions impoverished, while depriving nascent cultural organizations of the critical mass necessary for success.

The past couple of decades have been marked by a revival of interest in cultural infrastructure and a growing belief that museums, performing arts centers, libraries, programmed civic spaces and other cultural facilities can themselves foster social and economic progress.

The poster child of this trend is the Guggenheim Bilbao, designed by Frank Gehry, which has been credited with the revival of a small, rather run-down industrial city in Spain. Careful analysis of economic and other data suggests that the influence of this one project is often overstated, but there can be no doubt that it was a significant catalyst for urban revival, not only because of the museum’s mission and content, but also because of its exhilarating architectural form.  Read the rest of this entry »

There is an undeniable compatibility with the arts and the City of Atlanta local economy. According to the newest evidence provided by the Arts & Economic Prosperity IV report on Atlanta, our nonprofit arts and culture organizations are a $300 million industry.

This calculation is a combination of the expenditures of these organizations ($168.1 million) and that of the attendees to cultural events ($131.9 million), excluding ticket prices. This local spending by residents and visitors to arts events benefits not only local business but local government as well.

Local government revenue from the above mentioned cultural expenditures, according to the AEP IV study, are $14 million. Proper distribution of these above mentioned government funds, in support of Atlanta’s booming arts industry will continue to heighten the city’s economic standing—without question. A good example of this cyclical relationship is a 2011 project of the Office of Cultural Affairs, Elevate/Art Above Underground. Local businesses, ranging from mom and pop shops to large hotel chains, gathered in support this downtown contemporary art and culture initiative.

Downtown Atlanta received a rather bold, immediate, and affirmative reaction following Elevate’s implementation. Elevate/Art Above Underground, a 66-day performance and visual arts exhibition in 2011, filled vacant properties, street corners, and plazas to showcase artwork ranging from 13-story murals to contemporary dance, video, installation, and poetry.

Although public funding allocated through our percent for art program was the direct source for the artist commissions, additional funding to execute an exhibition of this caliber was provided through local Atlanta businesses. Donation of art space, hotel rooms, theatrical lighting, food, advertising, and cash support nearly doubled the exhibition’s initial budget. Read the rest of this entry »

Culture equals jobs. This was the theme of the 2012 World Cultural Economic Forum hosted by New Orleans Mayor Mitch Landrieu, who is one of the most enlightened and empowered elected leaders that this nation has ever seen regarding strategically investing in his city’s cultural economy in order to move it forward.

As chief counsel of government and public affairs at Americans for the Arts, I can’t begin to tell you how refreshing it was to be at a two-day conference filled with elected officials and diplomats from around the world, focused exclusively on how these leaders are incorporating public policies to showcase the arts and culture for both its social and economic powers.

Mayor Landrieu did an amazing job of showcasing New Orleans’ investment in arts education to develop the next generation of culture workers; its investment in building local film and recording studios, performance centers, and clubs to attract current culture workers; its investment in tax credits for both film production and post-production editing, marketing, gaming, and software to attract culture businesses; and its investment in tourism marketing and branding initiatives, such as JazzFest, to attract out-of-town visitors, especially from abroad, in order to grower larger audiences for its cultural industries. Thinking About the Impact of Public Art

I was impressed that so many posts during the Blog Salon have tackled the challenge of assessing the impact of public art—a particularly challenging area for building indicators of impact.

Several years ago I heard Richard Florida describe public art in terms of community image when making a point about vital cities, i.e. those that attract entrepreneurs and visitors and earn the loyalty of their residents.

The idea of assessing impact through the eyes of strangers intrigues me:

What does a collection of public art convey to those who don’t know the city? Does it say those who live here…

  • …are willing to take a risk?
  • …like to try new things?
  • …are open to new ideas?
  • …have a sense of whimsy?

We can perhaps all imagine cities we’ve visited where public art conveyed exactly those impressions of a new locale.

A worthy impact for the investment and not so difficult to measure.

Seeing the messages of public art through the eyes of a younger generation may offer a similar window into the impact of public art. Read the rest of this entry »

Susan Seifert and I began the Social Impact of the Arts Project (SIAP) in 1994 in response to the attention that economic impact studies were gaining at the time.

We felt—in addition to their methodological flaws—that these studies captured only a fraction of the importance that the arts held for society. We committed ourselves to think through the theoretical and methodological issues involved in documenting the contribution that arts and cultural engagement have for community life.

Over the years, we’ve discovered many connections between the arts and social well-being, some of them quite surprising.

It turned out that the arts were associated with preserving ethnic and racial diversity in urban neighborhoods, lower rates of social distress, and reduced rates of ethnic and racial harassment. Perhaps most surprisingly, we found that the presence of cultural assets in urban neighborhoods was associated with economic improvements, including declines in poverty.

We used the concept of “natural” cultural districts to study neighborhoods where we found unplanned concentrations of arts organizations, cultural enterprises, artists, and cultural participants and documented that it was the social and civic engagement associated with the arts that seemed to drive these economic benefits and revitalization.

Over the past several years, we’ve been trying to re-conceptualize our findings and their meaning for the cultural community, urban public policy, and scholarship. Read the rest of this entry »

When it comes to creating a platform that effectively addresses the intersection of art and change while activating community engagement, there is no better way in my opinion to accomplish this task than by using participatory methods with a street-based approach.

Whether you call it community-based art, political art, social practice art, or participatory art, as long as the message is authentic and an entire community is engaged through every stage of the process, it can be one of the strongest ways to cultivate a movement towards change at the local level.

By now, it seems that almost everyone is familiar with the artist JR, a “photograffeur” who uses wheatpaste methods to post large-scale black and white photographs in public locations. By photographing different populations and placing their faces in strategic locations to bring visibility to them as individuals, JR works at the intersection of art and action, addressing issues of identity, freedom, community, and acceptance.

When JR became the 2011 TED Prize Winner, he in turn created Inside Out, “a large-scale participatory art project that transforms messages of personal identity into pieces of artistic work.”

Moving the project beyond his own boundaries as an individual artist, and opening it up for the general population to become co-creators, JR has spawned a worldwide movement for us as individuals to photograph our face in order reveal and bring visibility to ourselves within our own community. Community-Based & Creative Strategies for Local Waterfront Revitalization

Artists and creative organizations are becoming increasingly more engaged in what is the traditional terrain of urban planners and local politicians—from local neighborhood planning, to revitalization projects, and even real estate development.

Engagement of the creative community in local planning issues not only increases the relevance of and helps to create broader bases of support for artists and arts organizations; it also ensures that the city planning policies enacted are sustainable, responsive to community needs, and perhaps more effective in the long-run.

One area of urban politics and economic development that is being tackled by creative institutions and local artists is waterfront revitalization. Because of the large public and institutional investments needed to accomplish projects of this magnitude, waterfront revitalization has typically been a city government-led effort.

However, in the face of limited public resources, citizens, grassroots organizations, and local institutions are taking the lead in re-imagining how their rivers and waterways can be used. This form of city re-development is more socially and environmentally just, equitably shared, and creatively implemented. Read the rest of this entry »
