For this Blog Salon, I really had to stop and think about what would make Tallahassee a better place in general and for the arts.

While Tallahassee has been the butt of many jokes in films and television, it’s actually a very vibrant place with a lot going on. In addition to being the state capital, it is the home to Florida State University and Florida A&M University, both of which have accomplished performing and visual arts programs, and annual events like the Seven Days of Opening Nights Festival regularly bring in world-class artists that otherwise would not be found in cities of this size.

After talking with a coworker and comparing Tallahassee to similarly sized cities, however, it all made sense. We’re missing a river.

A natural landmark like a river or a lake near the center of a city creates an important focus point for developers and provides key elements to that city’s sense of place. Tallahassee is very spread out with a few different pockets of activity, but it lacks a centralized, pedestrian-friendly area to define it.

I’ve previously lived in Fargo and Iowa City. While smaller than Tallahassee, they both have pedestrian-friendly downtown areas near a river where businesses, restaurants, and the arts are thriving. Digging a river in Tallahassee would probably be a poor choice. Thankfully efforts are already underway to create a centralized destination district that can bring together the city’s various communities through arts and culture.  Read the rest of this entry »

Sequester Cuts Cultural Agencies

As you have no doubt been following in the headlines, specific parts of the federal budget, including that of the National Endowment for the Arts (NEA), have been impacted by a budgetary control called “sequestration” beginning last Friday.

This sequester, totaling $85 billion, will reduce funding to almost all areas of domestic social programs by about 5 percent, which would mean about $7.3 million at the NEA.

This cut has been expected ever since the congressional “supercommittee” of 2011 failed to find agreement on how to achieve $1.5 trillion in deficit reduction over 10 years, either through spending cuts, raising revenue, or by a combination of both.

Since the possibility of the sequester was triggered, the White House’s Office of Management & Budget has alerted impacted federal agencies to prepare for it by withholding grant competitions, utilizing employee furloughs, reduced service, and other budget cutting actions.

Because the sequester is an “across-the-board” cut to federal agencies, it reaches indiscriminately into every identified program and activity.

The NEA, the U.S. Department of Education (which administers the federal Arts in Education program) and many other cultural agencies such as the Smithsonian, Institute of Museum and Library Services (IMLS), Corporation for Public Broadcasting (CPB), and others were forced to order these cuts by 11:59 p.m. ET on March 1.  Read the rest of this entry »

Arts Advocacy Day is Just a Beginning

In a few weeks, many of us will descend upon Washington, D.C. as part of Arts Advocacy Day.

The agenda is simple and powerful; first, everyone learns the talking points, the compelling arguments, and statistics, and then practices on legislators and/or their staff. We return home knowing we’ve made a positive impression upon those who make decisions that can have significant and long-lasting impact upon the arts in America.

For some of us, that’s it! That’s our contribution to the future of the arts. We return home and pick up our work where we left off, seeing little connection to our day-to-day activities, managing our budgets, developing programs, expanding audiences, and raising money.

Realistically, I suspect most of us would say that we think of our national effort and our local effort as mutually exclusive events with the consequence of each seeing little, if any, relevance to the other.

The fact is that “advocacy” in its broadest sense, is the same as branding. Through whatever efforts and means we select, the goals are the same—to cause others to hold views and find values that are in line with our views and values.

Arts Advocacy Day is only one point along a continuum of efforts that will culminate in moving others toward our view of the world, and the strategies recommended should serve as a blueprint for what we do locally. Read the rest of this entry »

Kerry Washington Receives President’s Award at 44th NAACP Image Awards

As stated in the introductory remarks, “philanthropist, activist, and style maven” Kerry Washington is the first African-American woman to serve in a leading role on a network t.v. drama in more than 35 years; however, it’s her tireless advocacy work that garnered our respect and admiration.

An Americans for the Arts Artists Committee member, Washington has been a vocal supporter of the arts and arts education. She has testified before Congress, was presented with our 2009 Leadership in the Arts Award for Artist-Citizen, served as co-chair of Arts Advocacy Day in 2011, and even helped us sell cupcakes in partnership with Sprinkles. But, that’s not all. She has also worked closely with V-Day to prevent violence against women and girls in addition to several other causes.

As she stated while accepting the award, “I consider it an honor to be an advocate for the arts and to serve on President Obama’s Committee on the Arts and the Humanities because just as we must ensure that ‘we the people’ includes all Americans regardless of race, class, gender, and sexual orientation, we must also work to insure that the stories we tell, the movies we make, the television we produce, the theater we stage, the novels we publish…are inclusive in all those same ways.” Read the rest of this entry »

Impact of Fiscal Cliff Tax Legislation Enacted into Law

The following are some quick highlights of the Fiscal Cliff Tax Legislation that was enacted into law Monday night. The legislation only addresses major tax issues, while raising the debt ceiling limits and preventing the automatic sequestration spending cuts from beginning will be dealt with over the next two months:

Charitable Deductions: Good news is that the charitable tax giving incentives were not specifically capped and no changes were made to the exempt status or classification of charities, such as nonprofit arts organizations. While no changes have been made in this first round of fiscal cliff negotiations, tax reform revenue raisers are still on the table as Congress and the White House negotiate staving off deep sequestration cuts in the next two months. Americans for the Arts will continue advocating the importance of this issue on behalf of the nonprofit arts sector.
Personal Exemptions and Itemized Deductions: Unfortunately, the new tax law does reinstate both the Personal Exemption limitation and the “Pease limitation,” (named after former Congressman Donald Pease (D-OH)), which will reduce the overall amount of itemized deductions (including home mortgage, charitable, local and state taxes, etc) by three percent of only that amount that exceeds the threshold (but not to exceed 80% of total itemized deductions that would have been taken). These deduction limitations are not a cap and they only kick-in for married couples earning more than $300,000 and singles earning more than $250,000 annually.

Here’s how it works: If married taxpayers earn $1 million and have total itemized deductions of $190,000 (home mortgage interest, charity donations, state/local taxes combined) in 2013, they will not be able to deduct the full $190,000 from their income. They will only be able to deduct $169,000 ($190,000 – $21,000) because the PEASE limitation rule reduces the deduction by the equivalent of 3% of the amount of their income above the $300,000 threshold ($1 million – $300,000 = $700,000 is the amount above the threshold). The reduction would then be $21,000 ($700,000 x 3% = $21,000). These rules were in effect in the 1990’s, but had been temporarily phased out during the Bush-era tax cuts in the previous decade.
IRA Rollover: extends for two years, retroactive to 2012, allowing donors age 70½ or older to donate to charities tax-free from their IRAs. Important note: donation deadlines have been extended by a month so that donors can designate their IRA distributions to a charity in January 2013, but still have the deduction apply to tax year 2012. The Arts Aren’t Red or Blue

Every four years America gets another chance to make its voice heard. And every four years the American arts community, in a way, gets a bit of a fiscal makeover.

How is that? Well, it has to do with how the nonprofit arts in America are funded and how policy affects those funding sources. And every four years, no matter who wins elections across our country, there are new policymakers in town.

Roughly 10 percent of the $61 billion aggregate budgets of the nonprofit arts in America comes from government—mostly local and then state government and finally federal sources. Yes, this is a tiny portion of the whole, and it is actually a lot smaller than many people, including many politicians, think. This 10 percent is indeed a small amount compared to the 30 percent the private sector—(mostly) individuals—chips in and the 60 percent that comes from earned and investment income.

But that 10 percent is critical in what is a very conservative funding model for arts in our country. I call this model conservative because a very modest government investment leverages more than 60 times as much private and earned revenue to create a whole industry and support millions of jobs. How?

A $146 million investment from the federal government directly leverages close to $5 billion more in local and state government investment, which in turn helps leverage another $50 billion to create the $61 billion nonprofit arts industry in America.

This model has helped grow an industry from a handful of organizations in 1965—when the federal cultural funding agencies like National Endowment for the Arts (NEA) and National Endowment for the Humanities (NEH) came into being—to more than 110,000 arts businesses today. Blurring the Boundaries—New Paradigms for Public Art

This session was billed as one that would explore the “new normal” for public art by considering programs, events, partnerships, and policies required for sustaining vital, culturally rich communities.

Valerie Vadala Homer from Scottsdale, AZ, began by presenting the premise that traditional percent-for-art programs enabled by legislation passed by cities, counties, and states across the country in the 1960s and 80s may have become obsolete as cities approach “build out.” She presented alternatives of replacing permanent work affixed to construction with a model that focused on art events like “Glow” in Santa Monica and temporary installations that attracted audiences and enlivened the urban landscape.

Janet Echelman, best known for her ethereal “net sculptures,” showed an overview of her work, which has been funded by a variety of sources in many different kinds of locations. She spoke from an artist’s perspective about how she was adapting her work so that her dramatic installations could travel and be installed into pre-existing architectural settings.

Edward Uhlir, from Millennium Park in Chicago, showed us what can be accomplished when a city can summon astounding sums in private patronage to commission bold, daring art and architecture on a scale unprecedented in this country.

Finally, Janet Kagen gave us a tale of two cities; one was a successful project in Clinton, NC, the other was a project for the city of Durham that was aborted when it ran into opposition by other city powerbrokers. Durham then proceeded to legislate a public art ordinance so bureaucratically Byzantine that its failure was all but guaranteed. This experience caused Kagen to conclude that communities that don’t have ordinances should “stay that way.” Read the rest of this entry »

Convention Town Hall: Experts Tackle Important Issues in the Arts

“Something big is going on in American cities. It is urban. It is real. It is transformative.” “It is a golden time for an urban renaissance.”

Those are just short soundbites from former U.S. Secretary of Housing and Urban Development and former Mayor of San Antonio Henry Cisneros during his introduction to our Town Hall session to start day two of the Americans for the Arts Annual Convention.

Following that stirring introduction, Cisneros joined five other panelists, and Americans for the Arts President & CEO Bob Lynch, in a fascinating discussion about how the arts can be involved in all aspects of creative placemaking.

Opening Remarks

In a round of opening remarks, the panelists were asked to respond to Cisneros’ statements about the arts, cities, and placemaking.

Knight Foundation Vice President of Arts Programs Dennis Scholl asked several questions including: “What role are we going to play in this urban renaissance?” (as described by Cisneros) and “How are we going to seize this moment?” More importantly, he stated unequivocally, “I want a seat at the table and a national cultural policy.”

Los Angeles County Arts Commission Executive Director Laura Zucker stated, “Arts and creativity is a special sauce…if we could bottle and resell it to people, everyone would want to buy it. The challenge is to sell it.”

Trey McIntyre Project (TMP) Executive Director John Michael Schert explained how the dance company chose to make Boise, ID, its home because founder Trey McIntyre wanted to be part of shaping the community—how the city sees itself and how others see it.

In a fine example of placemaking at its core, Schert described how vital TMP has become to the community as they were named economic development cultural ambassadors and the fact he can walk down the street and local residents know who he is and often look to TMP as a resource for guidance.  Read the rest of this entry »

Anxiety is already building on what promises to be a historic (for mostly all the wrong reasons) lame duck session of Congress after this year’s 2012 national elections in November. This session could possibly have a dramatic affect on the nonprofit arts sector.

Because all the seats in the U.S. House, and one-third of the Senate will be on the ballot November 6, there is very little motivation from either party to find a compromise in advance of election day. With control of the White House hanging in the balance, the political stability that follows an election appears to be the safest time for these issues of substance to be addressed, albeit in a very compressed timeframe.

What is the big deal?

It has many names: “Taxmageddon”; “Legislative Apocalypse” and others; you get the idea. The country is on schedule to see large tax cuts first put in place by President Bush, and then extended by President Obama, expire and huge cuts in government spending basically happen at the end of this year. This means that a tremendous shortfall for the national economy at large. Currently, the Congressional Budget Office estimates are that over $600 billion will be taken out of the still precarious economic recovery by the end of 2013.

How did we get here?

Last summer, President Obama agreed to House Republican demands to cut the burgeoning national deficit in order to increase the national debt limit ceiling to avoid default on our debt obligations. The Budget Control Act of 2011 (BCA) put into place a bipartisan “supercommittee.” Charged with finding how to cut $1.2 trillion promised in the BCA, they failed (miserably) to reach agreement which will trigger deep automatic cuts of 8.4 percent (sequestration) to most social and defense programs as agreed to in the BCA starting 2013.

Adding to the anxiety is the status of the so-called “Bush Tax Cuts” and the payroll tax cut which are set to expire at the end of this year. By letting the tax cuts lapse, the marginal rates for just about every American are scheduled to increase and employees will see less in their paychecks. Combined with the previously mentioned spending cuts, you get a dramatic shortfall. This will spur a lot of talk about reforming the tax code and cutting additional spending, and it could affect the arts sector in a number of ways. Read the rest of this entry »

Looking at the People Behind the Scenes for Numbers That Count

Public art is a tough sell in a bad economy.

When senior centers are closing and library hours have been cut back, convincing city leaders to spend money on art feels like an exercise in futility.

Instead of focusing on how projects boost the economy after their completion or counting positive media reports, we’ve begun to look the people behind the scenes for numbers that count.

Artists create a concept and are given credit for the resulting project but they don’t work alone. There are many others who help make the project a reality. From fabricators to material suppliers, each firm brings expertise to the process to ensure that the project is designed and built to last.

We’ve asked artists and design leads to list each subcontractor they hire under their contract with our program. Then, we ask the contractor to do the same. These people equal JOBS.

We’ve tracked our projects this way for the past five years and found that 85 percent of the work created by our program has been completed by local firms. Each time we present a project or upcoming commission to city leaders, these job numbers are included and guess what? They’re listening. Read the rest of this entry »

Culture equals jobs. This was the theme of the 2012 World Cultural Economic Forum hosted by New Orleans Mayor Mitch Landrieu, who is one of the most enlightened and empowered elected leaders that this nation has ever seen regarding strategically investing in his city’s cultural economy in order to move it forward.

As chief counsel of government and public affairs at Americans for the Arts, I can’t begin to tell you how refreshing it was to be at a two-day conference filled with elected officials and diplomats from around the world, focused exclusively on how these leaders are incorporating public policies to showcase the arts and culture for both its social and economic powers.

Mayor Landrieu did an amazing job of showcasing New Orleans’ investment in arts education to develop the next generation of culture workers; its investment in building local film and recording studios, performance centers, and clubs to attract current culture workers; its investment in tax credits for both film production and post-production editing, marketing, gaming, and software to attract culture businesses; and its investment in tourism marketing and branding initiatives, such as JazzFest, to attract out-of-town visitors, especially from abroad, in order to grower larger audiences for its cultural industries. Celebrating ‘Artober’ in Nashville

With economic gloom dominating the news, it’s invigorating to focus on joy and beauty. At the end of September, Nashville Mayor Karl Dean and the Metro Nashville Arts Commission launched Artober Nashville, the city’s most expansive celebration of the arts and everything creative.


Mayor Karl Dean received a lesson in African Drumming from Tulip Grove second graders Jaidyn MacAdoo during his visit to the school for the launch of Artober Nashville on September 29.

Artober Nashville showcases all artistic genres through more than 250 galleries, music venues, cultural organizations, and neighborhood festivals and more than 550 activities in October. The hope is that Nashvillians will experience “Arts. Everywhere.”

During the month, the city will showcase the International Bluegrass Music Festival and the International Black Film Festival, and additionally, our Grammy Award-winning Nashville Symphony hosts a free day of music, the Frist Center displays Egyptian Treasures from the Brooklyn Museum; and the Rep, the Opera and Ballet will stage unforgettable classics. Think This Isn’t an Election Year? Think Again. (from Arts Watch)

Most anyone involved with an advocacy effort will tell you that it is a year-round process. This process is primarily focused on state legislatures or Congress.

When these bodies are not in session, advocates know it is crucial to remain engaged with representatives’ offices and staff; to constantly cultivate relationships which can benefit the advocacy mission.

However, there is another step in the year-round advocacy process that can be easily overlooked: mayoral elections.

2011 is not officially billed as an election year, as there are no federal elections and only six states (Kentucky, Louisiana, Mississippi, New Jersey, Virginia, and West Virginia) are holding some sort of election.

But many mayoral elections will take place this fall, and to the arts advocate, those should be considered just as important as the state and federal contests. Read the rest of this entry »
