OR: Building a Case as Portland Prepares to Vote on Arts Funding

The Arts & Economic Prosperity IV report comes at an interesting time for Portland as we prepare to launch a campaign for a transformational arts funding measure that’s headed for the November ballot.

If approved by voters in November, a new income tax capped at $35 per person will raise $12 million per year to support arts organizations and arts education in the City of Portland. Specifically, the measure would restore 65 arts specialists in elementary schools and allow our local arts agency to provide general operating support for about 50 leading arts organizations at a rate of at least five percent of their operating budgets. (Our largest organizations currently receive about one percent of their budgets from local public support).

The measure would also help our Regional Arts & Culture Council set up a fund to increase access to arts and culture, specifically within communities of color and underserved neighborhoods.

The Creative Advocacy Network (CAN) is leading this initiative, and even the most recent polls have been strong, earning 75 percent approval of the actual ballot language among likely voters; we are cautiously optimistic about our chances for success.

However, inexplicably, our local newspaper recently published an appallingly ignorant editorial that dismisses the notion of public funding for the arts, and value of arts education in particular. We’re not quite sure what rock they’ve been living under, but we know they don’t represent the opinion of the vast majority of Portland residents. The letter writing campaign to enlighten them has begun! (Thank you, Bob Lynch, for your letter.)

We’ve also done polling to make sure we understand which messages are most likely to resonate with the voters, and we found that economic impact was not very high on the list. The fact that our local arts organizations constitute a $253 million industry, supporting 8,529 full-time equivalent jobs and generating $21 million in state and local government revenue was deemed “persuasive” by slightly less than half of the likely voters we surveyed. Arts Education: It’s About Providing Hope

There’s a crisis underway in Oklahoma’s public schools. Even though House Bill 1017 requires art and music as core curriculum, these programs have disappeared from too many Oklahoma schools in communities both large and small.

This is nothing new, but that fact alone ensures that any attempt to reinstate these programs faces increasingly tough challenges. Today’s generation of parents were some of the first to miss out on art and music education, and therefore, are often unaware of the benefits of arts education and what their own children are missing out on.

Interestingly enough, several community leaders in Oklahoma continue to step up in efforts to pick up where the schools are falling short. Although, in most cases, it’s about so much more than providing an arts learning experience: It’s about providing hope.

With a thirty-year history of presenting modern dance in Oklahoma, Prairie Dance Theatre has developed new outreach programs for underserved youth and struggling Oklahoma City public schools. Artistic Director Tonya Kilburn is one of the instructors who has been instrumental in implementing dance into physical education programs in the public schools.

Tonya: “Bringing dance to children in OKC is both exciting and rewarding for me as an educator and as a concerned community member. I’ve always felt very fortunate that my chosen art form is so physical, and with Oklahoma rated as the seventh most obese state in the nation, I feel very connected to the solution.” Read the rest of this entry »

Multiplying Presence: 3 Lessons from red, black and GREEN: a blues

Over several months, I have witnessed a small part of the national unfolding of red, black, and GREEN: a blues (rbGb), a performative collaboration between Marc Bamuthi Joseph/The Living Word Project and Theaster Gates.

I am stunned at the synergy in practices between Bamuthi (artist/educator and director of performing arts at Yerba Buena Center for the Arts) and Theaster (artist/urban planner and director of arts and public life at the University of Chicago).

For both Bamuthi and Theaster, the “relationship economy” is intrinsic to their work. As I become immersed in Emerging Leaders Network – Chicago (ELN) and the city as a whole, I’ve observed three areas highlighted by rbGb, activated in ELN and others, and rich with opportunities for greater impact in the arts.

1 – Flatten hierarchy. Stay in community online and off.

In a “Green Paper” about the future of arts leadership, Jennifer Armstrong describes the “amazing Technicolor dream” that could be achieved if emerging leaders “poke[d]” at established managers until a “genuine exchange” came around. This move to level existing hierarchies is possible from both sides. Jennifer, for example, is a champion for the field and subscribing to her feed on Facebook allows me, an aspiring curator, a vehicle for quick questions and insight into cultural initiatives. Ten Years Later: A Puzzling Picture of Arts Education in America

On April 2, the U.S. Department of Education’s National Center for Education Statistics (NCES) released a study glamorously entitled Arts Education in Public Elementary and Secondary Schools 1999-2000 and 2009-10.

The surveys that contributed to this report were conducted through the NCES Fast Response Survey System (FRSS), mailed to about 3,400 elementary and secondary school principals and approximately 5,000 music and visual arts teachers.

National arts education leaders, through policy statements, have been calling for this study to be administered for many years, and helped to direct specific funding from Congress to make it possible.

Ten years is a long time to wait for a federal study to be published and finally it has arrived!

This report presents information on the availability and characteristics of arts education programs of those surveyed, broken down by discipline (music, visual arts, dance, and theatre).

  • It indicates that while music and visual art are widely available in some form, six percent of the nation’s public elementary schools offer no specific instruction in music, and 17 percent offer no specific instruction in the visual arts.
  • Nine percent of public secondary schools reported that they did not offer music, and 11 percent did not offer the visual arts.
  • Only three percent offer any specific dance instruction and only four percent offer any specific theatre instruction in elementary schools. In secondary schools the numbers improve somewhat as 12 percent offer dance and 45 percent offer theatre. Sadly, the study was unable to survey dance and theatre specialists because the data sample didn’t have sufficient contact information in those disciplines. Read the rest of this entry »

The Parallels of Quality Dining and Quality Arts Education

First, let me confess that I’m trapped on a plane and hungry. I’m dreaming of a great dinner and hoping I can get a recommendation when my plane touches down.

What does this have to do with quality arts education? Well, I’m hoping for a quality dining experience and here is how I imagine I’ll find it.

I’ll ask someone for a recommendation, and she’ll say, “Oh you should try (insert name of restaurant).” This begins a conversation that will teach me why this particular restaurant is being recommended. Is it because of the food, maybe even a particular menu item, or did my friend/cabbie also factor in service, ambiance, speed, cost, etc.?

A quality dining experience means different things to different people. Why should it be any different when we discuss quality arts education?

As I mentioned, and you’ve no doubt experienced, the question, “Can you recommend a restaurant?” is the beginning of a conversation. By listening and asking questions about what is being recommended and why it is better than some other restaurant, I get to know the person offering the suggestion and what she values.

Often (though not always) I feel that we, as arts educators, shy away from similar conversations about quality within our field. If you came to Dallas and asked me to recommend a restaurant, I’d definitely share some of my favorite places. And, it wouldn’t scar me for life if you disagreed with or didn’t visit any of my offerings. I know not everyone has the same tastes. Read the rest of this entry »

Change: Another Thought

I think the issue of our time is “changing how people see” … but let me come back to that.

John Killacky wrote two posts for ARTSblog in late June/early July that said:

“… many funders did not feel equipped to judge quality outside of their own world views and experiences. I know that was a problem for me. Excellence matters — and there was not a lack of artistic excellence — but what was missing were the multiple perspectives in philanthropy needed to judge excellence in culturally specific organizations.

As a result, a separate “other” track was created for these organizations, a kind of affirmative action track with far less resources. By creating this separate track, we may have unintentionally entrenched a two-tiered caste system.

… Maybe philanthropy should have taken a page from venture capitalists’ playbooks …”

Blog Salon Reflections: Art, Enterprise, & Equity

“We are witnessing new practices and challenges to old assumptions.” ~ Ben Cameron during the closing keynote at this year’s Americans for the Arts Annual Convention.

A sector transformation is underway. Today’s arts administrators, activists, and cultural entrepreneurs are fashioning new routes to mission fulfillment, while contending with diminishing grant funds, demographic and technological shifts, and audience erosion. The relevance of institutions is being challenged as much of the sector experiments with new opportunities for practice and participation. The expanding definition of ‘the who, how, and where’ is evident.

The role of enterprise in this shift is of great interest to me. This fall I’ll begin a graduate program focused on how to create the infrastructure and environment needed for cultural and creative enterprise to flourish. I know for some arts and enterprise are conflicting ideas – enterprise represents the commercial, the shallow, the crude and calculated manipulation and manufacture of cultural, creative, or artistic product, but I think that enterprise can encourage resilience, flexibility, and empowerment inside and outside of institutions.
