THE FUTURE OF STATE ARTS AGENCIES

This Green Paper on the Future of State Arts Agencies, submitted by the Wisconsin Arts Board, examines the old model of the state arts agency as simply a funder to artists and arts organizations and reimagines the state arts agency needed for the future, state arts agency 2.0. The new narrative for the state arts agency field is one that grounds us in our service to the citizens of our state while also embracing the expanded context for our work.  It is based in the concepts of public value and expressive life.

Leigh Green Patton joined the Tennessee Arts Commission staff in early 2005 as director of Community Arts Development. In that role, she administrates publicly-funded arts grants for community-based, nonprofit and public entities, manages the agency’s decentralized grant categories, mentors new and established arts councils, coordinates the agency’s consulting resources, and provides development support for emerging arts groups. Leigh works with economic and government entities to endorse the value of the arts in community and economic development, and serves as co-chair of the Community Arts Development Directors national peer group. Previously, Leigh worked as a public relations executive, and was an actor, costumer and director in Nashville and Chicago. She attended Harlaxton College in England and Belmont University's Masters in English program, and is a graduate of the theater training programs at the University of Evansville and the Alabama School of Fine Arts. She lives with her husband and son in Nashville.

When I was asked to blog about a green paper on the future of state arts agencies (SAAs), I wasn’t sure the topic would attract much discussion. Most of the people who will read this paper will be grantees, I thought, so what do they care about SAAs as long as they get their grants? And then I read the paper and I realized I had been short-sighted. If you aren’t one of the few SAA employees in our country, you may not feel this paper is of interest to you. But I urge you to reconsider, read it, and join the discussion.

Mr. Tzougros’ thoughts about SAAs reach far into our society and ask what SAAs can be to the ever-changing landscape of the arts in America. His vision of the future SAA “sets our work in a broader ecology, allowing us to make more meaningful connections to other creative industries and public policy issues, enriching our work on behalf of all citizens.” Heady stuff for a government agency which may or may not be appreciated by the majority of citizens anyway.
